Subparagraph c) of paragraph 18 of Section IV of the said Decree refers to “support for the development of self-employment, family entrepreneurship and farming” as one of the methods of “providing conditions for overcoming negative trends and stabilizing the financial situation of families, reducing poverty and increasing assistance to low-income families” .

The current FTP "Economic and social development of the indigenous peoples of the North until 2011", approved by the Decree of the Government of the Russian Federation of July 27, 2001, No. 564, considers "the creation of new jobs, the development and support of small entrepreneurship, farming, family-clan and community forms of cooperation, improvement of land relations”. Issues of state regulation of small business in Russia are reflected in the Federal Law "On State Support for Small Business in the Russian Federation" (No. 88-FZ), adopted on June 14, 1995 (with subsequent amendments and additions).

This Law establishes the obligations of the state to support small business. Among other things, the procedure for the development and implementation of federal, regional and local programs to support small businesses (Article 7), concessional lending (Article 11), the creation of mutual lending societies (Article 12) and insurance (Article 13) of small businesses, reserving certain ( at least 15%) of the share of state orders for the production and supply of certain types of products and goods (services) for state needs (Article 14). Measures are also envisaged to support small businesses in the information sphere: provision (including on a preferential basis) of economic, legal, statistical, production-technological and other information necessary for their effective development (Article 16). The law also establishes measures to provide production and technological support to small businesses (Article 18), to train and retrain personnel (Article 19). The law defines the procedure for organizing and operating unions (associations) of small business.

Article 7 of the Law under consideration draws attention, which contains an instruction to the Government of the Russian Federation annually, before submitting the federal budget, to submit to the Federal Assembly a draft federal program of state support for small business and provide for the allocation of funds in the federal budget for its financing.

The Ministry of Justice of Chuvashia was instructed to ensure the execution of the necessary documents, up to the production of a seal and the receipt of various permits. All this should be done promptly and free of charge, with the exception of compensation for the amount of the state registration fee. In the Moscow Region, a Program was developed to support and develop family business in the Moscow Region
for 2004 - 2007.

This Program aimed to solve an important social task of supporting family business through the development of the consumer market of the Moscow Region using modern information technologies. In accordance with the project, in the period from 2004 to 2007 it was supposed to implement the following main activities:

1. Conduct research on family business in the Moscow region and prepare proposals for improving the current legislation.

2. Develop standard modular programs for family business, including a business plan, standard constituent documents, training for entrepreneurs, a "hot" line of consultations, organization of accounting and tax accounting, including a simplified taxation system and a taxation system in the form of a single tax on imputed income .

3. Create an Internet hypermarket in the Moscow region for small family business (small wholesale market on the Internet).
